Purpose

Tribal Self-Governance Program (TSGP) Planning Cooperative Agreements will award funds to tribes interested in participating in the TSGP so they can manage IHS programs, services, functions, and activities and tailor healthcare programs to community needs.

The planning phase helps tribes make informed decisions about healthcare programs, as well as the organizational changes necessary to successfully support them. The planning phase is designed to ensure that the tribe is fully prepared to assume the transfer of IHS programs and services to the tribal health program.

Eligibility

To be eligible for this opportunity, an applicant must:

  • Be a tribe, tribal organization, or inter-Tribal consortium
  • Request participation in self-governance by resolution or other official action by the governing body of each Indian tribe to be served.
  • Demonstrate, for 3 fiscal years, financial stability and financial management capability, which is defined as no uncorrected significant and material audit exceptions.
