The Planning and Capacity Building Fund is a competitive grant program for local public facilities and housing planning activities. Localities apply for financial assistance to prepare a comprehensive plan or any of its components.
Eligible activities include:
- Address needed local planning elements
- Assess local needs
- Build or improve local capacity
- Develop strategies to address local needs
Priority will be given to eligible activities in the areas of public works and housing assistance planning.
Eligible applicants are non-entitlement units of general local government, incorporated cities, and counties not participating or designated as eligible to participate in the entitlement portion of the federal Community Development Block Grant Program. Non-entitlement cities that are not participating in urban county programs through existing participation agreements are eligible applicants unless the city's population counts toward the urban county CDBG allocation.
Awards are made on an annual basis through a statewide competition. Grant amounts are based on the beneficiary population with a maximum grant award of $75,000. Cost matching commitments are also based on beneficiary population. A maximum 25% match is required for the highest population areas.
