Purpose

Electronic Health Record Loan Program loans to finance interoperable electronic health record (EHR) systems and electronic health information exchange (HIE) among different health and healthcare organizations within a community.

Loans are six-year, no-interest with the first year’s repayment deferred.

Eligibility

Applications will be accepted from:

  • Federally Qualified Health Centers
  • Community clinics
  • Nonprofit or local units of government hospitals
  • Individual or small group physician practices that are primarily focused on primary care
  • Nursing facilities
  • Local public health departments
  • Other providers of health or healthcare services approved by the commissioner of health in cases where interoperable EHR capability would improve quality of care, patient safety or community health

Priority will be given to the following applicants:

  • Critical Access Hospitals
  • Federally Qualified Health Centers
  • Entities that serve uninsured, underinsured and medically underserved individuals (urban or rural)
  • Individual or small group practices that are primarily focused on primary care
  • Nursing facilities certified to participate in the state’s Medical Assistance (MA) program
  • Providers enrolled in the Elderly Waiver (EW) program of customized living or 24-hour customized living of the MA program, if at least half of their annual operating revenue is paid under the MA program
