Texas Capital Fund Infrastructure Development program provides grants for public and private infrastructure improvements that encourage new business development and expansion in rural areas of Texas. Activities must create or retain permanent jobs in primarily rural communities and counties.


The program is available to "non-entitlement" city or county governments. Non-entitlement cities/counties do not receive direct funding from HUD and typically include cities with a population of less than 50,000 and counties of less than 200,000. There are over 1,200 eligible cities and counties in the state.

Funding is based on the annual Community Development Block Grant allocation.
