Regional Partnership Grants to Increase the Well-Being of, and to Improve the Permanency Outcomes for, Children Affected by Substance Abuse in American Indian/Alaska Native Communities

This opportunity provides funding for collaborative regional partnerships that provide activities and services designed to increase the well-being, improve permanency outcomes, and enhance the safety of children and families experiencing substance use disorders in American Indian/Alaska native communities.

Grantees are required to target services to communities in which there are a number of children in out-of-home placements or who are at risk of being placed in an out-of-home placement due to the substantial impact of substance abuse.

Examples of services and activities include:

• Services and activities for children and youth that are trauma-informed and address child well-being and trauma, including:
  • Screening and assessment of child well-being
  • Services for substance-exposed newborns
  • Access to mental and behavioral health services, including services that address trauma
  • Early intervention and preventive services for children and adolescents that address the increased risk of substance abuse
  • Substance abuse treatment for adolescents
• Substance abuse treatment and trauma services for parents and families including:
  • Long-term residential treatment programs where children can live on-site with their mothers and where the mother's partner is served as well
  • Access to medication-assisted treatment
  • Continuing care and recovery support
  • Access to trauma-specific services for parents
• Services specifically designed to address violence- and trauma-related symptoms and reactions
• Services for parents and children that improve parenting capacity and family functioning

Eligible applicants are regional partnerships made up of at least 2 of the following:

• The state child welfare agency, unless it is a regional partnership entered into by tribes or tribal consortia
• The state agency responsible for administering the substance abuse prevention and treatment block grant
• An Indian tribe or tribal consortium (federally recognized)
• Nonprofit or for-profit child welfare service providers
• Community health service providers
• Community mental health providers
• Local law enforcement agencies
• Judges and court personnel
• Juvenile justice officials
• School personnel
• Tribal child welfare agencies or a consortia of such agencies
• Any other providers, agencies, personnel, officials, or entities that are related to the provision of child and family services under the Promoting Safe and Stable Families program

Any member of the regional partnership can serve as the applicant of record provided that it is one of the eligible entities listed above and that it has the capacity to monitor program activities, funding, and reporting requirements.

Award ceiling: $600,000 per year
Award floor: $500,000 per year
Project period: 5 years

Total estimated program funding: $3,600,000
