Purpose

This program provides grants and technical assistance to enhance the operations of adult drug courts. Courts should integrate evidence-based substance abuse treatment, random drug testing, equitable sanctions and incentives, and transitional services in judicially-supervised court settings with jurisdiction over offenders to reduce recidivism, substance abuse, and prevent overdoses.

Grants will be awarded in 3 categories:

  • Category 1: Planning and Implementation Grants
  • Category 2: Enhancement Grants
  • Category 3: Statewide Grants

Program objectives include:

  • Increase the number of potential participants screened and assessed
  • Administer mandatory and random drug and alcohol testing of program participants to help monitor substance use and treatment progress
  • Provide or develop access to evidence-based substance use disorder treatment, as well as recovery support services
  • Provide or develop the capacity to access all three types of FDA-approved medications to treat substance use disorders
  • Increase graduation rates for all treatment court participants actively participating in the grant program
  • Reduce the current recidivism rate among program participants actively participating in the grant program
  • Provide judicial and community supervision, mandatory and random drug testing, substance use and mental health disorder treatment, and appropriate incentives and sanctions
  • Ensure the use of evidence-based practices and principles
  • Ensure that all individuals eligible for the treatment court program have equivalent access as measured by the collection and examination of program data
Eligibility

Eligible applicants include:

  • State governments
  • County, city, and township governments
  • Special district governments
  • Federally recognized Native American tribal governments
  • Public housing authorities/Indian housing authorities
  • Public or private entities acting on behalf of a single treatment court through agreement with state, city, township, county, or tribal government

  • Award amount: $900,000
  • Project period: 4 years

Category 2:

  • Award amount: $1,000,000
  • Project period: 4 years
  • Estimated number of awards: 33

Category 3:

  • Award amount: $2,500,000
  • Project period: 4 years
  • Estimated number of awards: 3

The program requires a 25% cash or in-kind match based on the total project cost.
