Rural Broadband Access Loan and Loan Guarantee Program
The Rural Broadband Access Loan and Loan Guarantee Program (Farm Bill Broadband Program) furnishes loans and loan guarantees to provide funds for the costs of construction, improvement, or acquisition of facilities and equipment needed to provide service at the broadband lending speed in eligible rural areas.
Eligible entities may be either a nonprofit or for-profit organization, and must take one of the following forms:
- Limited liability company (LLC)
- Cooperative or mutual organization
- Indian tribe or tribal organization
- State or local government, including any agency, subdivision or instrumentality thereof
Loan amounts: $100,000 - $10,000,000.

As described in the Federal Register, there has been a change in the way the agency reviews applications in 2017. Applicants are requested to submit applications during a pre-application window. During that window, the agency will review applications and provide feedback for meeting requirements. If the application still does not meet requirements after it is formally submitted through the online system, a detailed explanation will be provided to the applicant at least 30 days prior to the opening of the next pre-application window.
The pre-application windows for 2017 are:
- March 1 - March 31
- September 1 - September 30
