Tribal Opioid Response Grants (Short Title: TOR) provide funding to address the overdose crisis in tribal communities by increasing access to FDA-approved medications for the treatment of opioid use disorder (OUD) and supporting comprehensive, culturally appropriate prevention, harm reduction, treatment, and recovery support services for OUD and co-occurring substance use disorders. Funds may also be used to address stimulant misuse and use disorders, including cocaine and methamphetamine.

Applicants must select one or more required activities from the following areas:

• Treatment: Implement service delivery models that enable the full spectrum of treatment and recovery support services that facilitate positive treatment outcomes and long-term recovery from opioid and stimulant use disorders
• Recovery: Implement recovery support services, which include a broad range of services to assist individuals and families to initiate, stabilize, and maintain long-term substance use disorder (SUD) recovery, including training of recovery specialists/coaches, recovery housing, job training/education, and creating recovery support communities
• Prevention: Implement prevention and education services, such as strategic messaging, school-based programs, elder education/outreach, trauma-informed community policies/procedures, training tribal staff, psychosocial educational activities, case management, referrals and warm hand-offs to resources and interventions
• Harm Prevention/Reduction: Implement harm prevention/reduction services, including purchasing and distributing naloxone, training in the use of naloxone and overdose recognition, and providing on-site harm reduction services

Eligible applicants are tribes, tribal organizations, urban Indian organizations, and consortia of tribes and tribal organizations.

Award amount: Funding will be awarded non-competitively based on the distribution in Appendix L of the application instructions.
