Purpose

The Brownfields Multipurpose Grants Program provides funding to carry out a range of eligible assessment and cleanup activities within a proposed target area, such as a neighborhood, a number of neighboring towns, a district, a corridor, a shared planning area, or a census tract.

The goal of the brownfields program is to assist in planning the cleanup, development, and reuse of property that may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. Properties can be redeveloped for housing, industry, or public green spaces.

Funded projects should result in at least:

  • One Phase II environmental site assessment
  • One brownfields site cleanup
  • The development of an overall plan for revitalization of one or more brownfields sites, if there is not already a plan in place

A critical part of EPA's brownfields program is to ensure that residents living in communities historically affected by economic disinvestment, health disparities, and environmental contamination are able to benefit from brownfields redevelopment.

In addition to the Multipurpose Grants, there are 3 other funding opportunities under the brownfields program.

Eligibility

The applicant must own the brownfields site at the time of application. Eligible applicants include:

  • State, local, and tribal governments, with the exception of certain Alaskan tribes
  • General purpose units of local government
  • Land clearance authorities, or other quasi-governmental entities
  • Regional councils or redevelopment agencies
  • Government entities created by state legislature
  • 501(c)(3) nonprofit organizations
  • Limited liability partnerships in which all general partners are 501(c)(3) nonprofit organizations or limited liability corporations whose sole members are 501(c)(3) nonprofit organizations
