The Healthy Food Financing Initiative Targeted Small
Grants Program provides financial assistance to support
projects that improve access to healthy foods in
underserved areas, create and preserve quality jobs, and
revitalize low income communities. The program funds
projects intended to expand or preserve the availability
of staple and perishable foods in underserved areas with
low and moderate-income populations by maintaining or
increasing the number of retail outlets that offer an
assortment of perishable and staple foods in those areas.
Projects must accept or plan to accept benefits under the
Supplemental Nutrition Assistance Program (SNAP/EBT).
Grants will be one-time capital investments into a food
retail or food enterprise project. Funds may assist with
a variety of project needs, including pre-development;
brick and mortar facility development; other hard capital
costs; equipment needs; and one-time soft costs including
training, consulting needs, marketing, or merchandising.
Eligible applicants include:
- For-profit business enterprises
- Cooperatively-owned businesses
- Tax-exempt nonprofit corporations
- Institutions of higher education
- State and local governments and governmental
agencies, authorities, commissions, and food policy
- Tribal governments and tribal governmental agencies,
authorities, and food policy councils
Applicants must propose a project in an eligible
underserved rural or urban area that has limited access
to affordable, healthy foods, including fresh fruits and
vegetables, in grocery retail stores or
farmer-to-consumer direct markets; a high rate of hunger
or food insecurity; and/or a high poverty rate.
