Gives the history of Primary Care Office (PCO) funding, and is intended to help PCO staff with program expectations, including needs assessment, reporting requirements, and an understanding of the federal organizational structure overseeing operations. Includes information to support collaboration between PCOs and State Offices of Rural Health, and resources for shortage designations, recruitment and retention, the J-1 Visa Waiver program, health center development, and grant and cooperative agreement management.
