Wage Index Reform Could Buoy Rural Hospitals
Nov 28, 2018 -- New report from the Department of Health and Human Services Office of Inspector General looks at how Medicare reimbursement rates vary between rural and urban hospitals and suggests changes to the hospital wage index tool used to calculate them. HHS: Solicitation for Written Comments on Proposed Objectives for Healthy People 2030
Nov 27, 2018 -- The U.S. Department of Health and Human Services is seeking comment on the proposed Healthy People 2030 objectives and invites newly proposed objectives for consideration to be included in the plan. The Healthy People 2030 Framework is available on the Healthy People website. Comments are due by January 11, 2019.

Public Inspection: CMS: Modernizing Part D and Medicare Advantage to Lower Drug Prices and Reduce Out of Pocket Expenses
Nov 27, 2018 -- Pre-publication notice of proposed rulemaking from the Centers for Medicare and Medicaid Services to amend the Medicare Advantage (MA) program (Part C) and Prescription Drug Benefit program (Part D) regulations to support the health and drug plans' negotiation for lower prices and to reduce out-of-pocket expenses for Medicare enrollees. Comments on the proposed rule are due by January 25, 2019.

Overshadowed By Opioids, Meth Is Back And Hospitalizations Surge
Nov 26, 2018 -- Discusses the rampant resurgence of methamphetamine use which has largely gone unreported due to the national focus on the opioid crisis. Amphetamine-related hospitalizations jumped approximately 245% from 2008 to 2015 which the largest increases in Western states.

Dementia in Indian Country
Nov 21, 2018 -- Blog post from the Indian Health Service (IHS) on dementia. Dementia incidence is high among Native American and Alaska Native people. Tools to evaluate and test for dementia were not developed for tribal populations. Because the average life expectancy used to be much shorter, dementia is a relatively new problem that tribes may not have the language or understanding to describe.

Rural County Champions a Culture of Health
Nov 21, 2018 -- Highlights a rural county in Oregon and their efforts to improve their health rankings and make healthy choices easy for members of their community. This county addressed youth tobacco use, created a rural residency program, and improved graduation rates, among other things.

CMS Launches Efforts to Improve Patient Safety, Quality of Care in Nursing Homes
Nov 20, 2018 -- The Centers for Medicare and Medicaid Services (CMS) announced a three-year initiative to improve quality of life for nursing home residents by equipping nursing home staff, administrators, and stakeholders with technical tools and assistance to enhance care. This initiative is through the Civil Money Penalty Reinvestment Program (CMPRP) and will develop tools to help nursing home professionals reduce adverse events, improve dementia care, reduce staff turnover, and improve staff performance.

Prevention of Underage Drinking on California Indian Reservations Using Individual- and Community-Level Approaches
Reports on a study evaluating the long term effects of combined individual-level and community-level interventions to reduce the consumption of alcohol by tribal youth living in 9 rural California reservations. The overall impact of combining interventions was assessed using anonymous data from the California Healthy Kids Survey (CHKS). Comparisons of consumption were made between tribal youth in the intervention area and tribal youth outside the intervention area.

Significant Vulnerabilities Exist in the Hospital Wage Index System for Medicare Payments
Reports on 41 examinations of wage data of individual acute care hospitals from 2004 to 2017 to describe significant vulnerabilities observed in the wage index system for Medicare payments. Update: Rural/Urban Disparities in Pneumococcal Vaccine Service Delivery Among the Fee-for-Service Medicare Population, 2012-2015
Updated report on a study to identify disparities in vaccine provision to people ages 65 and over, and to assess the impact of pharmacies as alternate site providers in rural areas. Revised version specifically assesses the uptake of the 13-valent pneumococcal conjugate vaccine, in response to the revised vaccination recommendations issued in 2014. Includes statistics on pneumococcal vaccine services provided by fee-for-service pharmacies and primary care providers, with breakdowns by rural and urban frequency, and state-level maps with rate of service delivery per eligible population, using 2014 and 2015 data.
