Jun 3, 2019 -- Connecting newborns with neonatal abstinence syndrome (NAS) to follow up in rural practices poses a challenge that Kentucky has begun to address through a statewide care coordination network. The state faces one of the highest rates of opioid use and NAS cases in the country. Their system provides alerts that can reduce the baby's hospital stay, increase Hepatitis C screening, and overall improve care.

Positive Youth Development Approach Engages American Indian and Alaska Native Youth
May 31, 2019 -- The Positive Youth Development for American Indian and Alaska Native youth framework has shown success in decreasing substance abuse and shows promise for reducing suicide. The approach teaches coping and problem-solving skills often through schools or community organizations.

Apply Now: HRSA's Maternal and Child Health Bureau Released Two NOFOs for State Maternal Health Innovation
May 30, 2019 -- The Health Resources and Services Administration (HRSA) released two funding opportunities for states related to maternal health. The first provides $18 million through the State Maternal Health Innovation Program to help improve maternal health outcomes and address maternal health disparities. The second provides $2.5 million through the Supporting Maternal Health Innovation Program to a cooperative agreement to help support states through a resource center and capacity building.

Reps. McMorris Rodgers, Ruiz, Roe, and Torres Small Introduce Legislation to Expand Teaching Health Center Programs, Address Doctor Shortage
May 30, 2019 -- Representatives from Tennessee, California, Washington, and New Mexico introduced legislation titled, Training the Next Generation of Primary Care Doctors Act, which aims to improve access to physicians in rural communities. The bill reauthorizes and expands the Teaching Health Center Graduate Medical Education Program, which provides residency training in rural and underserved communities and emphasizes primary care.

Grants to assist federally-recognized tribes and tribal organizations in assuming all or part of existing Indian Health Service programs, services, functions, and activities. Funds may also be used to obtain technical assistance for program planning and evaluation, including development of management systems for contract management; and for planning, designing, monitoring, and evaluating federal programs serving tribes.

Emergency Triage, Treat, and Transport (ET3) Model
A voluntary, 5-year payment model that will provide greater flexibility to ambulance care teams to address emergency healthcare needs of Medicare Fee-for-Service (FFS) beneficiaries following a 911 call. The model is designed to correct misaligned incentives and has the potential to improve the quality of care and lower costs to Medicare by reducing avoidable transports to the hospital ED and potentially reducing avoidable inpatient admissions.
