Sep 9, 2020 -- Analyzes new COVID-19 infection rates and finds rural cases increased while metropolitan cases declined for the second week in row. Reports an increase in red-zone counties and in the number of cases originating in rural red-zone counties for the first time in four weeks. Sep 8, 2020 -- Describes how Chatham Hospital, a 25-bed Critical Access Hospital (CAH) that is part of the UNC Health Care System, in rural Siler City, North Carolina recently opened a maternity care center and is now able to offer labor and delivery care services.

In Rural Vermont, Food Relief Program Is Eyed as Model
Sep 8, 2020 -- Describes Vermont Everyone Eats!, a food relief initiative that distributes federal CARES Act funds through a grant that pays restaurants to prepare meals for those in need in response to the COVID-19 pandemic, including residents living in rural communities. The grant requires restaurants to source 10 percent of the food they use to prepare meals for the program from local farms.

A Connection During Crisis
Sep 7, 2020 -- Highlights the Virtual Crisis Care Program, a pilot program in South Dakota that seeks to address gaps in mental health services and improve access to mental health professionals for rural residents. The pilot program provides tablets to law enforcement so they can immediately connect those in crisis with a mental health professional.

E-Rate and RHC COVID-Related Waivers Extended
Sep 3, 2020 -- The Federal Communications Commission (FCC) announced an extension of the Rural Health Care (RHC) and E-Rate program gift rules waiver through December 31, 2020 due to the ongoing COVID-19 pandemic. Allows broadband providers to offer RHC and E-Rate program participants better internet access and equipment. Seeks to support telehealth and remote learning during the ongoing pandemic.

HHS Releases Rural Action Plan
Sep 3, 2020 -- The U.S. Department of Health and Human Services (HHS) released the Rural Action Plan, a product developed by HHS's Rural Task Force in collaboration with 18 HHS agencies and offices. The plan seeks to strengthen coordination within HHS departments to better serve rural communities and address several emerging health challenges, including health disparities, chronic disease, maternal mortality, and limited access to mental health services. Announces a four-point strategy to transform rural health and human services that targets: building a sustainable health and human services model for rural communities, leveraging technology and innovation, focusing on preventing disease and mortality, and increasing rural access to care.

Trump Administration Announces $2 Billion Provider Relief Fund Nursing Home Incentive Payment Plans
Sep 3, 2020 -- The Health Resources and Services Administration (HRSA) announced the details of a $2 billion Provider Relief Fund (PRF) performance-based incentive payment distribution to nursing homes. This is an update to the previously announced $5 billion in planned support to nursing homes impacted by the COVID-19 pandemic. Funding is provided by the $175 billion Provider Relief program funded through the CARES Act and the Paycheck Protection Program and Health Care Enhancement Act.

Sep 3, 2020 -- Pre-publication notice of final rule from the Centers for Medicare and Medicaid Services to revise the FY 2021 Medicare hospital inpatient prospective payment systems (IPPS) for capital and operating costs of acute care hospitals, make changes to Medicare graduate medical education (GME) for teaching hospitals and payments to Critical Access Hospitals (CAHs). Also provides the market basket updated that applies to the rate-of-increase limits for certain hospitals excluded from the IPPS that are paid on a reasonable cost basis, updates payment policies and rates for the Medicare prospective payment system (PPS) for inpatient hospital services provided by long-term care hospitals for FY 2021, and establishes new requirements and revises existing requirements for eligible hospitals CAHs participating in the Medicare and Medicaid Promoting Interoperability Programs, among other things. This rule is effective on October 1, 2020 and will officially be published in the Federal Register on September 18, 2020.
