New in the Rural Monitor

Remote Patient Monitoring Remote Patient Monitoring Helps Rural Patients Recover at Home
Essentia Health created the Remote Patient Monitoring program to allow some patients to recover at home while still having access to medical attention. Program launch was accelerated to treat COVID-19 patients, but Essentia plans to continue the program after the pandemic to treat other chronic diseases.

Jul 14, 2021 -- Summarizes U.S. Census Bureau population estimates, finds that rural America lost population during the last decade, while medium-sized and large cities showed the largest gains. Includes an interactive map of the population change in all U.S. counties between 2010-2020.

CMS Proposes Physician Payment Rule to Improve Health Equity, Patient Access
Jul 13, 2021 -- The Centers for Medicare and Medicaid Services (CMS) proposed a rule in CMS's annual Physician Fee Schedule (PFS) that recommends steps to build upon Medicare and improve health equity gaps worsened by the COVID-19 pandemic. Recommendations include expanding access to behavioral healthcare via telehealth; enhancing diabetes prevention programs; and improving the Quality Payment Program (QPP).

Feds Will Keep Definition of Metro at 50,000-Person Minimum
Jul 13, 2021 -- The Office of Budget and Management (OMB) announced that it won't raise the population threshold for what qualifies as a metro area, keeping the minimum population needed in a community's core city at 50,000 residents to be designated a metropolitan statistical area (MSA). Discusses the rationale behind not pursuing the change at this time.

HHS Provides $398 Million to Small Rural Hospitals for COVID-19 Testing and Mitigation
Jul 13, 2021 -- The Health Resources and Services Administration (HRSA) provided $398 million in funding through the Small Rural Hospital Improvement Program (SHIP) to 1,540 small rural hospitals. State Offices of Rural Health will distribute the funds to aid rural hospitals in expanding their COVID-19 testing capacity and mitigation efforts.

OPEN NOW! HRSA Announces New Loan Repayment Program for Behavioral Health Providers
Jul 9, 2021 -- The application for the Health Resources and Services Administration's (HRSA) new Substance Use Disorder Treatment and Recovery Loan Repayment Program (STAR LRP) is open until July 22, 2021. The program will provide up to $250,000 in school loan repayment for eligible behavioral health clinicians, paraprofessionals, clinical support staff, and others trained in substance use disorder treatment in exchange for working full-time for six years at an approved facility.

Rural COVID-19 Cases Increase by 11%, While Number of Deaths Continues to Decline
Jul 9, 2021 -- Analyzes new COVID-19 infection rates between June 27-July 3, 2021, finding an increase in rural infections by 11%. Identifies the Midwest and South as contributing the most to the increase in rural COVID-19 cases.
