Jun 29, 2020 - The U.S. Census Bureau created the Community Resilience Estimates (CRE), a tool to measure the degree of a community's resilience in the face of disasters and other emergencies. Some factors associated with high-risk communities include low income, especially in rural communities; greater proportion of single mothers; majority Black and Hispanic population; and greater proportion of residents ages 65 and older.
