Purpose

Minnesota's State Loan Repayment Program provides funds to pay back educational debt to primary care providers who agree to complete a 2 year service obligation in a federally-designated Health Professional Shortage Area (HPSA).

The program goal is to increase access to primary care and mental health services in geographically isolated, as well as diverse and economically challenged communities.

Objectives:

  1. Increase the number of nursing professionals working in high needs rural communities with severe nursing shortages to strengthen healthcare access
  2. Increase the number of Black, Indigenous and people of color (BIPOC) licensed mental health professionals serving within underserved diverse communities, increasing access to mental health services
Eligibility

Providers must be U.S. citizens, must not have any service obligations to another agency, and must be licensed and ready to begin full-time clinical practice at the approved site once a contract has been signed.

The following types of health professionals may apply:

  • Psychiatric Nurse Practitioners
  • Clinical or Counseling Psychologists
  • Licensed Independent Clinical Social Workers
  • Licensed Professional Clinical Counselors
  • Psychiatric Nurse Specialists
  • Marriage and Family Therapists
  • Registered Nurses

Preference will be given to mental health professional applicants that are Black, Indigenous and People of Color (BIPOC), as well as to nursing applicants working in a designated rural area, defined as a city or township that is outside the 7-county Minneapolis/ St. Paul metropolitan area, excluding the cities of Duluth, Mankato, Moorhead, Rochester, and St. Cloud

Amount of funding

Up to $20,000 annually for primary care providers practicing full-time in nonprofit private or public sites in federally designated Health Professional Shortage Areas (HPSAs).

Up to $10,000 per year is available to half-time primary care providers meeting the same requirements.
