Purpose

The Comprehensive Opioid Abuse Site-based Program provides grants to city, county, and state governments to expand opioid abuse prevention and education efforts while also promoting treatment and recovery.

According to the application instructions, the program has 6 grant categories with specific eligibility and activity requirements:

  • Category 1 - Overdose outreach projects
  • Category 2 - Technology-assisted treatment projects
  • Category 3 -System-level diversion and alternatives to incarceration projects
  • Category 4 - Statewide planning, coordination, and implementation projects
  • Category 5 - Harold Rogers Prescription Drug Monitoring Program (PDMP) implementation and enhancement projects
  • Category 6 - Data-driven responses to prescription drug misuse projects

Program objectives include:

  1. Encourage and support comprehensive cross-system planning and collaboration among law enforcement and treatment services
  2. Develop and implement strategies to identify and provide treatment and recovery support services to “high frequency” utilizers of multiple systems
  3. Expand diversion and alternatives to incarceration programs
  4. Expand the availability of treatment and recovery support services in rural and tribal communities
  5. Implement and enhance prescription drug monitoring programs
Eligibility

Eligible applicants include:

  • County governments
  • State governments
  • City or township governments
