Purpose

This program provides grants for direct technical assistance to existing and potential grantees and sub-grantees to enhance and support their efforts to successfully implement projects supported by OVW grant funds. This initiative is designed to build and enhance the capacity of civil and criminal justice system professionals and victim service providers to respond effectively to sexual assault, domestic violence, dating violence, and stalking and foster partnerships among organizations that have not traditionally worked together to address these crimes.

A table that describes targeted technical assistance purpose areas and their associated technical assistance activities is provided in the application instructions. Multiple purpose areas pertain to rural areas and tribal communities.

Applicants are encouraged to incorporate one or more priority areas into their proposed project, even if not identified in the purpose area description.

  • Advance racial equity and tribal sovereignty as essential components of ending sexual assault, domestic violence, dating violence, and stalking by improving outreach, services, civil and criminal justice responses, prevention, and support for survivors from historically marginalized and underserved communities
  • Increase access to justice for all survivors of sexual assault, domestic violence, dating violence, and stalking, including through exploration of survivor-centered criminal justice system reform
  • Strengthen efforts to prevent and end sexual assault, including victim services and civil and criminal justice responses
  • Expand economic justice and financial advocacy for survivors of sexual assault, domestic violence, dating violence, and stalking, including as a tool for violence prevention
Eligibility

Eligible entities for this program are national, tribal, statewide, or other nonprofit organizations that have the capacity to provide training and technical assistance on a national level.

Each purpose area has a specific budget cap ranging from $100,000 to $2,100,000 and project periods from 24-36 months.

Applicants should submit an SF-424 and an SF-LLL in grants.gov by March 7, 2024.

Submit the full application, including attachments, in the JustGrants grants management system by March 12, 2024.

While not required, potential applicants are encouraged to email a letter of intent to OVW.TechAssistance@usdoj.gov by February 15, 2024.
