Purpose

The Washington State Department of Commerce provides construction loans to promote the expansion of broadband service in unserved areas of Washington.

Eligible project activities include:

  • Design, architectural, and engineering work
  • Building permits and fees
  • Archeological/historical review
  • Construction labor and materials
  • Demolition/site preparation
  • Capitalized equipment
  • Construction management
  • Landscaping
  • Real property and associated costs when purchased specifically for the project
Eligibility

Eligible applicants include:

  • Local governments
  • Tribes
  • Nonprofit organizations
  • Cooperative associations
  • Multiparty entities comprised of public entity members
  • Limited liability corporations organized for the purpose of expanding broadband access
  • Incorporated businesses and partnerships

Loans up to $2,000,000

Approximately $13,544,543 available for loans. The loan term is 15 years, or the life of the improvement, whichever is less, including 4 years for completion.

There is a match required between 10% - 90% depending on the level of distress of the area.

Submit a pre-application through the online application portal by July 18, 2023. The deadline for the full application is October 4, 2023.
