Purpose

The Rural Communities Opioid Response Program – Impact (RCORP – Impact) provides funding to improve access to integrated, coordinated, and sustainable substance use disorder (SUD) services, including for opioid use disorder (OUD), in rural areas. The funding seeks to reduce risk factors for SUD-related morbidity and mortality and support sustained recovery and well-being through better availability of, access to, and effectiveness of direct SUD services over the long-term.

Funding supports:

  • New or expanded evidence-based SUD prevention, treatment, and recovery services in rural areas
  • Coordination across health and supportive social services to enable sustained, long-term recovery
  • A larger, more responsive workforce to address SUD-related needs
  • Multi-sector community networks to strengthen and sustain local service delivery

The target population is individuals living in HRSA-designated rural areas who are at risk for SUD, experiencing symptoms of SUD, and those in treatment and/or recovery for SUD, as well as their family members, caregivers, and impacted community members.

Program goals include:

  1. SUD Direct Service Delivery - to establish and/or expand coordinated, comprehensive, and evidence-based SUD, including OUD, prevention, treatment, and recovery services
  2. Supportive Services - to establish, expand, or enhance coordination with supportive social services to ensure that rural individuals and families impacted by SUD have the greatest opportunity possible for sustained, long-term recovery
  3. Workforce - to develop a responsive SUD workforce, which includes both peers and clinical providers with diverse scopes of practice
  4. Network Engagement and Sustainability - to engage a multi-sector network to deliver RCORP-Impact services in the target rural service area and ensure the continued availability of services after the period of performance
Eligibility

Eligible applicants include:

  • State, territory, county, city, township, and special district governments
  • Independent school districts
  • Public, state-controlled, and private institutions of higher education
  • Native American Tribal governments
  • Public housing authorities/Indian housing authorities
  • Native American Tribal organizations
  • Nonprofits with or without 501(c)(3) IRS status
  • For-profit organizations
  • Small businesses
  • Faith-based organizations

Activities must support HRSA-designated rural counties and rural census tracts.

Applicants must also identify at least 4 separately owned entities (3 entities plus the applicant organization) that will serve as members of their network and demonstrate that at least 50% of the network members are located within the target rural service area.
