The RCORP – Impact program provides funding to improve access to integrated and coordinated treatment and recovery services for substance use disorder (SUD), including opioid use disorder (OUD), for people living in rural areas. The purpose of the program is to address the negative outcomes of SUD/OUD in rural communities and promote long-term, sustained recovery.

The target population is individuals living in HRSA-designated rural areas who are at risk for SUD, experiencing symptoms of SUD, and those in treatment and/or recovery for SUD, as well as their family members, caregivers, and impacted community members.

Program goals include:

1. Service Delivery - to establish and/or expand coordinated and comprehensive substance use disorder (SUD) treatment and recovery services
2. Workforce - to develop a responsive SUD workforce, which includes both peers and clinical providers with diverse scopes of practice
3. Supportive Services - to establish and/or enhance coordination with supportive social services to ensure that rural individuals and families impacted by SUD have the greatest opportunity possible for sustained, long-term recovery
4. Sustainability - to develop innovative, multi-sectoral approaches to ensure the continued availability of RCORP-Impact supported services in the target rural service area

Applicants must submit proposals that address all 4 of the above goals. Additional guidance regarding program goals, requirements, and expectations is available in the funding announcement.

Eligible applicants include:

• Public and private institutions of higher education
• Nonprofits with or without 501(c)(3) IRS status
• State and territorial governments
• County, city, township, and special district governments
• Independent school districts
• Tribal governments and tribal organizations

Applicants must specify a target rural service area that contains only counties and/or census tracts that are designated rural per HRSA's Rural Health Grants Eligibility Analyzer.

Applicants must also identify at least 4 separately owned entities (3 entities plus the applicant organization) that will serve as members of their network and demonstrate that at least 50% of the network members are located within the target rural service area.
