Purpose

The Court-Led Collaborations to Address Substance Use and Mental Health Needs in Adams County, Ohio opportunity will select 5 rural communities to send teams of 3-4 people to learn about and observe Adams County's comprehensive, collaborative response to behavioral health and substance use, including:

  • Operation Better Together: Collaborative initiative addressing substance use disorders, mental health, and child welfare through a comprehensive, cross-agency approach
  • Courthouse-Initiative Programming: Offers services including telehealth for justice-involved individuals, courthouse classroom for students in need of specialized services, in-person counseling, recovery specialists, and more
  • Justice Bus: Monthly free legal aid services
  • The REACH for Tomorrow Program: School-based mental health service in the Adams County Ohio Valley School District supporting the family unit as a whole
  • The Adams County Training and Business Center: Hub offering comprehensive workforce development programs include job support and training, GED education, driving instruction, and more

The exchange is scheduled for May 5-6, 2026.

Eligibility

Eligible communities are those identified as rural by the U.S. Health Resources & Services Administration's (HRSA) Rural Health Grants Eligibility Analyzer tool. If you believe your community is rural but not identified as such by the HRSA tool, please provide a description of why you believe your jurisdiction represents a rural community.

Eligible applicants must assemble a cross-sector team that includes a judge and two to three additional team members who represent the juvenile probation, local school system, treatment provider, workforce development, and/or law enforcement sectors. Additional team members may be included at the community's expense if space allows.

Selected teams will receive travel scholarships including airfare, lodging, ground transportation, and meal per diem.
