Purpose

This program supports the implementation and enhancement of veterans treatment court (VTC) operations. VTCs connect justice-involved veterans to treatment for substance use disorders (SUD), mental health disorders (MHD), co-occurring mental health and substance use disorders (MHSUD), post-traumatic stress disorder (PTSD), and traumatic brain injury (TBI). Funding supports service coordination, and recovery support services. VTCs integrate mandatory drug testing, incentives and sanctions, and transitional services in judicially supervised criminal court settings that have jurisdiction over veterans with behavioral health treatment needs. These courts aim to reduce recidivism and overdose fatalities, while increasing access to treatment and recovery support that leads to long-term recovery.

Grants will be awarded in 3 categories:

  • Category 1: Planning and Implementation Grants
  • Category 2: Enhancement Grants
  • Category 3: Statewide Grants

Program goals and objectives include:

  • Goal 1: Help veterans in the VTC program with substance use, mental health, and co-occurring disorders to gain access to treatment and recovery support services
    • Increase the number of potential participants identified, screened, and assessed during the project period
    • administer mandatory and random drug and alcohol testing of program participants to help monitor substance use and treatment progress
    • Provide, develop, or increase access to substance use and mental health treatment and recovery support services
  • Goal 2: Reduce recidivism and improve veterans treatment court success rates
    • Enhance coordination of services with key partners in the program, including the VA
    • Improve graduation rates for all treatment court participants actively participating in the grant program
    • Reduce the current recidivism rate among program participants actively participating in the grant program
  • Goal 3: Access to services for all eligible veterans seeking entry into a VTC program by Collecting and tracking data for individuals who qualify and disqualify for the VTC program
Eligibility

Eligible applicants include:

  • State and territorial governments
  • County, city, and township governments
  • Federally recognized and other Native American tribal governments
  • Towns, boroughs, parishes, villages, or other general purpose political subdivisions of a state

Eligible Category 3 applicants are state agencies, which include the state administering agency (SAA), the administrative office of the courts, state criminal justice agencies, the state substance abuse agency, and other state agencies involved with the provision of substance use and/or mental health services, or related services.
