The Capital Infrastructure Program funds improvements to existing tribal healthcare facilities that:
- Reduce energy use
- Reduce water use
- Lower operating and utility costs
- Improve indoor environmental quality
- Incorporate current energy efficiency codes and standards
Projects may include, but are not limited to:
- Energy efficiency upgrades including lighting, HVAC, controls, and building systems
- Renewable energy projects
- Water conservation measures
- Building system replacements or upgrades
- Renovation or modernization projects that measurably improve sustainability performance
Eligible applicants include IHS service units and tribally owned or operated healthcare facilities.
The program typically receives a total of $5,000,000 each year. Submissions will be reviewed and scored per the guidelines and will be placed in order from highest to lowest. The money will be distributed to the highest scoring project first, then the remaining money will fund the next projects in scoring order until the $5,000,000 is expended.

Tribal applicants are encouraged to coordinate early with their respective IHS area office to ensure alignment with area priorities and submission requirements.
Submit proposals through the appropriate IHS area offices by the established deadline.
Applications will be evaluated on:
- Return on investment
- Reduction in energy use
- Reduction in water use
- Enhancement of indoor environmental quality
- Compliance with applicable sustainability and efficiency requirements
