Purpose

The Family Treatment Court Program offers funding to establish new, enhance existing, or implement statewide or countywide family treatment courts to ensure the provision of substance use treatment and other services that improve child, parent, and family outcomes. Family treatment court grantees will provide services that address the entire family's needs, including direct services to children of parents served in this program. Applicant proposals must specifically include the provision of treatment, recovery, and other support services that address opioid, stimulant, and other substance use reduction. Funding will be awarded in 3 categories:

  • Category 1: Establishing New Family Treatment Courts: Supports the implementation of new family treatment courts to provide parental substance use disorder (SUD) treatment services including screening, assessment, case management, recovery support services, and program coordination
  • Category 2: Enhancing Family Treatment Courts: Supports the expansion of parental SUD treatment services in existing family treatment courts
  • Category 3: Statewide or Countywide Family Treatment Courts Expansion: Supports the enhancement or expansion of family treatment courts at the state, county, or jurisdictional level

Rural communities have been awarded funding in the past.

Eligibility

State and territorial, county, city, and tribal governments are eligible to apply. Category-specific eligibility includes:

  • Category 1: For jurisdictions family treatment courts do not exist or have been operational for less than 1 year
  • Category 2: For family treatment courts that have been fully operational for at least 1 year
  • Category 3: For State Administrative Office of the Court or county superior court or judicial districts with populations at or above 1 million. Applicants must apply with the state or county child welfare agency and state or county substance use treatment agencies.

Category 1 - Establishing New Family Treatment Courts:

  • Award ceiling: $750,000
  • Project period: 48 months
  • Estimated number of awards: 4

Category 2 - Enhancement Family Treatment Courts:

  • Award ceiling: $850,000
  • Project period: 48 months
  • Estimated number of awards: 5

Category 3 - Statewide or Countywide Family Treatment Courts Expansion:

  • Award ceiling: $2,000,000
  • Project period: 48 months
  • Estimated number of awards: 2

Estimated total program funding: $11,270,000

This award requires a 25% match which may be in-kind or cash.
