The Demonstration Program on Trauma-Informed, Victim Centered Training for Law Enforcement on Domestic Violence, Dating Violence, Sexual Assault, and Stalking (Abby Honold) Program offers funding to help law enforcement improve how they respond to domestic and dating violence, sexual assault, and stalking from the time of a victim's initial report throughout the investigation.
Funding must be used to:
- Train covered individuals to use evidence-based, trauma-informed, and victim-centered techniques and knowledge of crime victims' rights by conducting effective victim interviews, learning to handle complex cases, developing multidisciplinary response teams, and correctly classifying reported crimes, among other items enumerated in 34 U.S.C. § 12513(c)(1)
- Promote available trainings through various communication channels, such as the website of the eligible entity, social media, print materials, and community meetings, in order to ensure that all covered eligible participants are aware of those efforts and included in trainings
Priority will be given to:
- Measures to combat human trafficking and transnational crime, particularly crimes linked to illegal immigration, transnational criminal organizations, and cartel operations, including projects that strengthen law enforcement investigation and prosecution while supporting safety and justice for trafficking victims who have also suffered domestic/dating violence, sexual assault, and/or stalking
- Projects dedicated to criminal justice responses, including investigation, arrest, prosecution, and enforcement of protective orders, particularly in small towns and rural, remote, and tribal communities
Applicants must apply with a national, regional, or local victim service provider partner.
Eligible applicants include state, territorial, local, or tribal law enforcement agencies. Indian tribal governments, states, and units of local government may apply on behalf of law enforcement agencies that lack the authority to apply on their own.
