Purpose

The Rural Healthcare Access Modernization Program (RAMP) is a competitive grant that supports strategic investments that strengthen healthcare infrastructure, expand access to care, and improve healthcare delivery in rural Tennessee. Primary investment goals include:

  • Rural capital projects: Investments in healthcare infrastructure that modernize facilities, expand service capacity, increase access to care, and strengthen care delivery in rural communities across Tennessee
  • Competitive grant extensions: Support for eligible projects aligned with Rural Health Transformation priorities that require additional funding to continue or complete implementation
  • Primary care seed funding: Funding for new or expanded primary care services in rural communities experiencing provider shortages, with particular focus on pediatric and obstetric care

The RAMP grant is intended to complement the federal Rural Health Transformation Program funding.

RAMP funding may be used to:

  • Expand access to healthcare for underserved rural populations
  • Right-size healthcare facilities to better meet community needs
  • Increase capacity and improve operational efficiency
  • Modernize existing facilities including operating rooms, emergency departments, trauma centers, and intensive care units
  • Upgrade technology and equipment as part of a capital investment project
  • Fund Rural Health Transformation Projects that have exhausted available federal funding, were not initiated due to funding limitations, or are necessary to support ongoing rural healthcare investments
  • New or expanded primary care practices serving rural communities experiencing critical provider shortages
Eligibility

Eligible entities include governmental entities, nonprofits, for-profits, and Tennessee state agencies serving rural populations from any of Tennessee's 95 counties.

Amount of funding

The maximum individual grantee amount is $40,000,000.

The following awards are available for capital investment projects:

  • One $40 million award
  • One $20 million award
  • Two $10 million awards
  • Two $5 million awards
  • Four $2.5 million awards

Matching is required for capital investment projects except for distressed and at-risk counties on amounts above $20 million.

The following awards are available for primary care practices in rural areas:

  • Eight $500,000 awards
  • One $427,500 award
