Purpose

This program provides grants to support jurisdictions in developing and expanding multidisciplinary, collaborative task forces to better respond to human trafficking through increased victim identification, service provision, and case investigations. Collaborative task forces should include victim and social service providers; local, state, and federal law enforcement and prosecution personnel; survivors of human trafficking; and other governmental and nongovernmental partners.

There are 3 funding categories for this opportunity:

  • Category 1: Development of New Local or Tribal Human Trafficking Task Forces
  • Category 2: Expansion of Local or Tribal ECM Human Trafficking Task Forces Previously Funded by OJP
  • Category 3: Enhanced Support for Statewide Task Forces (New or Previously OJP-funded)

Objectives include:

  • Increase multidisciplinary partners engaged in task force activities and the number of individuals trained to respond to human trafficking
  • Engage in strategic planning and launch anti-trafficking initiatives to combat trafficking
  • Develop and improve procedures to address sex and labor trafficking
  • Increase the number of victims identified and provided services
  • Seek justice on behalf of human trafficking victims through the investigation and prosecution of human traffickers
Eligibility

Eligible applicants include:

  • State governments
  • City, township, or county governments
  • Federally recognized Native American tribal governments
  • Native American tribal governments other than federally recognized
  • Nonprofit organizations with 501(c)(3) status other than institutions of higher education

Amount of funding

Award amounts in each category are:

  • Category 1: $700,000 maximum per applicant or $1,200,000 maximum per task force
  • Category 2: $900,000 maximum per applicant or $1,500,000 maximum per task force
  • Category 3: $1,000,000 maximum per applicant or $2,000,000 maximum per task force

Project period: 3 years
Estimated number of awards: 20-30 awards (10-15 task forces)
Estimated total program funding: $22,000,000

A 25% matching contribution is required.
