Purpose

The Colonia Area Planning Fund and Colonia Comprehensive Planning Fund provide assistance for the completion of planning activities that prepare colonia areas for needed water, sewer, and housing improvements.

Funded activities may include:

  • Community development planning in the areas of water, sewage, and housing
  • Providing information and technical assistance to residents of the area in which the activities are located and to appropriate nonprofit organizations and public agencies acting on behalf of the residents
  • Conducting preliminary surveys and analyses of market needs, preliminary site engineering, architectural services, site options, applications, mortgage commitments, legal services, and obtaining construction loans
  • Planning that could lead to annexation by a city of a colonia that is in close proximity

Eligibility

Eligible areas are units of general local government limited to non-entitlement areas located within 150 miles of the Texas-Mexico border.
