Purpose

The Colonia Construction Fund provides funding for the completion of water, sewer, and housing improvements in colonia communities in Texas.

Primary project activities may include:

  • Water systems improvement
  • Sewer systems improvement
  • Housing rehabilitation

Additional project activities may include:

  • Grant administration
  • Engineering services
Eligibility

Eligible areas are units of general local government limited to non-entitlement areas located within 150 miles of the Texas-Mexico border.

Amount of funding

Up to $1,000,000. A minimum of 51% of project funds must go toward primary project activities. 49% may go toward additional project activities.

Phase 1 applications are due by January 8, 2026. Select applicants will be invited to submit a full application by April 30, 2026.
