Public Health Vending Machines (PHVMs) in Wisconsin

The Wisconsin Department of Health Services will provide funding to purchase, install, and operate public health vending machines in Wisconsin.

Goals of Wisconsin's PHVM initiative:

• Improving the quality of life for people who use drugs by providing free health and safety supplies in communities most impacted by overdoses and overdose deaths
• Reducing the stigma related to drug use by treating people who use drugs with dignity and respect

Funding may be used for:

• Purchase a public health vending machine
• Purchase equipment to install and operate a public health vending machine
• Purchase supplies to stock a public health vending machine, including naloxone and fentanyl test strips

Priority populations include:

• People not connected to harm reduction services
• Communities disproportionately burdened by the overdose epidemic, including African Americans and Native Americans
• People who are most likely to witness an overdose

Eligible applicants are government and nonprofit agencies, including:

• Tribal nations
• County and municipal health and human services, public health, and social services agencies
• Community-based agencies and organizations focused on health and human services, public health, and social services
• Syringe service providers
• Crisis programs
• Respite programs

Wisconsin Department of Health Services has allocated $808,863 to this round of funding.

• Outdoor PHVM Package: $55,000 per package. Funding will be used to directly purchase the PHVM, naloxone, and fentanyl test strip supplies. Outdoor machines are temperature controlled.
• Indoor PHVM package: $50,000 per package. Funding will be used to directly purchase the PHVM, naloxone, and fentanyl test strip supplies. Indoor machines do not need temperature controls.
• PHVM Supply Package: $45,000 per package. This option would be for applicants who already secured a PHVM and just require naloxone and fentanyl test strip supplies for the machine.
