The goal of the program is to equip pregnant women, parents, and other caregivers with the knowledge, skills, and tools to achieve a healthy birth and assist their children in being healthy, safe, and ready to succeed in school. Rural areas are a priority.

Grants to integrate evidence-based, culturally competent mental and substance use disorder treatment with HIV primary care and prevention services. The population of focus is individuals of racial and ethnic minorities with a serious mental illness or co-occurring disorder living with or at risk for HIV and/or hepatitis.

Funding for small, rural Local Education Agencies for initiatives aimed at improving student academic achievement. Activities may include drug prevention, violence prevention, school-based health services, and other health-related programs.
