Works to improve the quality of life in rural areas. Develops public-private partnerships with local agencies on community development projects in rural areas. Oversees the Rural Economic Technical Assistance Center (RETAC) and the Illinois Rural Transit Assistance Center (RTAC). Located at Western Illinois University.
