Developing Risk-Adjusted Avoidable Hospitalizations and Emergency Department Visits Quality Measures: Final Report
Defines avoidable hospitalization (AH) and avoidable emergency department (ED) visits (AVs) and summarizes the development of a model for calculating expected AH and AV rates using Medicare claims data.
