Module 2: Rural Community Planning, Response, and Recovery

It is important that rural communities develop plans and procedures to address different types of emergencies and disasters and all phases of the disaster cycle. Doing so can help rural organizations ensure preparedness and response capacity within their communities and strengthen community resilience.

This module presents different frameworks that can guide emergency planning, response, and recovery. No single framework is right for every community or every emergency or disaster event. Many rural areas may need to adapt or use more than one framework or approach to fit the specific needs of the community. This module also provides information and steps that rural communities can follow for addressing each phase of the disaster cycle.
