Program Overview: The Armstrong-Indiana-Clarion
Drug and Alcohol Commission (AICDAC) delivers a range of services with the goal of
comprehensively addressing substance use disorder through prevention, intervention, treatment,
case management, and recovery services for individuals, families, and communities. AICDAC
allocates federal, state, and local funds to provide a comprehensive system of services, ensuring
access for all residents regardless of financial status. Examples of services offered include
case management to support screening, assessment, and case coordination; certified recovery
specialists to support patient recovery; early prevention among youth through education and other
strategies; drug treatment court; and a law enforcement treatment initiative that empowers
officers to support treatment.
AICDAC's Nurse Navigator and Recovery Specialist Outreach program is based on the community health worker model and pairs the case coordination services of a peer recovery specialist with the expertise of a registered nurse to more efficiently navigate the healthcare system and bridge the gap between the provision of physical healthcare and SUD treatment. The program includes education for patients, providers, and staff, and coordination between providers, including primary care, drug and alcohol treatment, mental health treatment, and emergency services.
