Breakwater

  • Location: Winnebago County, Wisconsin
  • Program Overview: Breakwater, formerly Winnebago County Drug and Alcohol Coalition, came together in 2013 as a community response to the growing number of opioid and heroin overdoses and deaths. Breakwater uses the four-pillar approach to incorporate prevention, treatment, and enforcement. Breakwater provides a connection to resources for youth, parents and guardians, friends and family, educators, and others to support substance use prevention. Breakwater is supported by re:TH!NK as a recipient of a Drug Free Communities grant and the Oshkosh Area Community Foundation.
